The third workshop held in the Seminar, discussed the viability of implementing cross billing in the Mexican Healthcare System, which is characterized for having multiple health service providers.
The existence of specific exchange agreements between states in Mexico is one of the most important advances. However, it is necessary to implement some form of cost system, centralize waiting lists with a legal commitment, and establish a coding system for first level medical activities. The proposal to achieve the establishment of cross billing is, in first place, to know how the different measurement and hospital activity systems articulate and are applied. Second, translate the diagnosis of the cost differences between hospitals, into improvement indicators of hospital management, and, finally, identify the different compensation mechanisms between countries, states, and social security systems.
