Incapacity benefits. Well measured?
Work and pensions minister in the UK, Chris Grayling, is conducting an urgent review in testing for the provision of incapacity benefits, because apparently there is something in the figures. Or thousands of applicants for benefits are not as bad as they say, or something is wrong with the way they test it. This is a clear example that shows how difficult it is to measure disability.
