Another possible cause of the jobless recovery
The jobless recovery may also be caused by structural changes, i.e, companies dismiss during the recession and did not return to rehire during expansion so that these workers should move to other sectors. The graph shows the structural change for the period 2001-2009 in Mexico, measured as the dispersion of growth across sectors after cyclical effects and tendency were isolated. As we can see, this measure of dispersion increases during periods of economic recessions (shaded areas) and decreases during periods of expansion. This means that when people in Mexico have lost their jobs in a recession, are forced to seek alternative employment that may not sit in the field they played before, which takes time and can lead to a jobless recovery.
