Inequality in Mexico increased while health spending dropped

Yesterday the National Institute of Statistics and Geography (INEGI) in Mexico release the results of the Encuesta Nacional de Ingresos y Gastos de los Hogares (ENIGH) 2008. According to the ENIGH inequality in the country increased in the past two years, since the poorest 10 percent lost 8 percent of their real income, while the richest 10 percent remained unchanged. Another important fact that was revealed in the statement of the INEGI (see chart below) is that in 2008 the families preferred to spend more on food, reducing therefore the health care spending that from 2006 to 2008 diminished a 33 real percent. Is this due to the implementation of Seguro Popular?
