Performance indicators play a key role in health policy evaluation as they help keep track of inputs, operations and outcomes. However, their usefulness is often conditioned by availability. As part of the 2009 CISS Report on evaluation complementary works, we conducted a review of performance health indicators in the Americas.
To analyze the indicators, we classified them into two categories: simple and complex indicators, and then we consulted health statistic institution’s websites for a sample of LAC countries, including statistics, reports, survey reports, query interfaces, special studies among other sources of information publicly available. As expected, we found that simple indicators are more used than complex ones. Also, we found that many indicators to monitor health are produced but the there are very few indicators produced to follow others health systems goals: equity (vertical and horizontal), efficiency (micro and macroeconomic) and users´ satisfaction. We also found important differences across countries regarding the availability of performance health indicators.
The results of this research are presented in the CISS Working Paper “Analysis of Health Indicators Followed by Different Agencies”.
